Possible diesel heater/thermostat issue

Recently bought a 2017 MP with factory fitted diesel heater under passenger seat. Heats up really quickly but it only seems to operate at high heat and fan speed. Thermostat is on driver side column beside driver seat pillar. Altering temperature on floor level control panel doesn’t seem to make a difference. I’ve eventually had to just turn it off after about half an hour of being baked!

Im wondering if anyone else has had this problem, if it’s a likely fault or whether I’m not operating things correctly.

It is loud and hot at the start but it is thermostatically controlled so should stop it when temp reached. That said, I tend to turn mine off once the cabin temp is OK and perhaps boost in the morning.
